Future of the ICWC Training Center |

During the Meeting between representatives of McGill University
and SIC ICWC the following plan of courses was agreed:
- December, January, February - integrated water management for specialists from oblasts;
- March, April, May - transboundary water problems with involvement of Central Asian representatives of various sectors (power generation, water supply, environment) (irrigation and water specialists);
- June, July, August - no courses scheduled, preparation of next steps of development;
- September, October - legal aspects and water law (together with Dundy University, Great Britain, DFID will finance);
- November, December, January, February, March - organizing of new courses on advanced irrigated agriculture.
A new branch of the ICWC Training Center will be established at BVO Amu Darya, in Khorezm. SIC ICWC together with BVO Amu Darya will provide logistic and administrative support of these activities.
The ICWC Training Center has begun preparation of the commercial courses:
- computer training of various specialists;
- computer training of water and environmental experts, with use of the available and tailored software, databases and models;
- training in procurement and development of project proposals for international financing.
Central Asian experts trained in the Mount Royal College two years ago are the main organizers of these courses. At the same time the Training Center is performing the market research for the above goals. The Brace Center and Mount Royal College will develop the Certificate of Trust for the above training courses after approval of the training program.
It is planned to develop training in all Central Asian States, in Osh, Dushanbe, Tashauz and Kzyl Orda for satisfying the needs in training of local experts, based on the existing network of pilot plots developed under WUFMAS and other projects. It is intended to attract USAID to these activities, which has taken the obligation to collaborate with CIDA in this direction.
The Brace Center and SIC ICWC will develop the plan for better involvement of Canadian experts in the water management improvement process in Central Asian States. For this purpose SIC ICWC will prepare the proposal on the following aspects:
- develop the collaboration in development of the knowledge base in water management, irrigated agriculture and environment in Central Asia;
- develop the network of permanent small stations and demonstration plots (5-6) based on the experience of Brace Center and Saskirrigation Center for promotion of advanced agricultural technologies and extension services for farmers and WUAs;
- training of 3-5 Ph.D. students at the McGill University in the fields relating to the Central Asian scope of interest, and on the basis of the local expertise;
- promotion of commercial projects in cooperation with Canadian companies;
- preparation of the book "Canadian Water" in Russian.
McGill University will confirm the possibility to arrange training of Central Asian young specialists (at least after college education in Central Asia) under its program (costs are covered by trainees) and inform SIC ICWC of the conditions of such training.
