The main local partner in this project is the Interstate Coordination Water Commission described below. In addition, this project will work in partnership with the governments of the five Central Asian states, especially on the key policy and integrated water management components of the project.
Interstate Coordination Water Commission (ICWC). The five Central Asian States agreed in 1991 that the ICWC will coordinate the management of the limited water resources in the Aral Sea Basin, implement shared water use quotas and attempt to solve all related disputes. Also, through its Scientific Information Center (SIC ICWC) it will provide full information exchange concerning regional water resources, water use, infrastructure and legislation.
Apart from the Scientific Information Center of the ICWC, it is expected that the International Fund for Saving the Aral Sea and the Basin Water Organizations will play a pivotal role in establishing and maintaining a permanent training center for water professionals in the region. The training center will prepare and disseminate relevant knowledge to the region and provide custom short courses and demonstrations on water resources subjects. The McGill Brace Center will help to train the trainers, develop course materials, and jointly implement the training programs in the first few years, but thereafter it will be the responsibility of ICWC. The Brace Center and Mount royal College experts will help to establish the administrative and financial framework for training, to ensure long-term sustainability of the Center.
